No warning lights

Hi all, I'm hoping someone can help with this problem.

I've bought a 1.6 driver that's been off the road for 13 years. When I switch the ignition on, I should obviously see three warning lights - battery, engine temp and oil pressure - but I don't. When the ignition is off and you switch the hazards on, you get the green flashing light on the dash, but as soon as you switch the ignition on, the green flashing light goes out but the hazards are still working. Relay 18 clicks when the ignition is switched on too. I've tried a replacement ignition switch and relay 18 but it's made no difference.

However, I've noticed there is continuity between earth and the black wire from the ignition switch (T15) which powers up when the ignition is on. I'm no electrician, but this doesn't seem right - a lot of things I've read indicate the black wire is important to powering up the instruments. I've traced this wire back to the fuse box and found continuity between pin 4 of H1 (for the black wire from the ignition switch) and earth and also between pin 4 and pin 5 (the black and blue wire), which I believe is linked to the hazards. Google suggests the continuity between the black wire and earth represents a short circuit. Can anyone confirm this and/or give me any ideas what might be the problem with the lack of warning lights, please?
 
I've wondered if there's a short somewhere in the fuse box, but I don't want to buy one without being able to confirm this is the problem. I'd really appreciate any help/ideas on this as i don't want to go for a start up until I know the oil pressure light is working. Cheers.

My starting point would be to use the wiring diagrams in the haynes manual and a multi meter.  That way you can start to check, for example, if the instrument cluster is getting 12volts.  Then start checking the circuits until you can track the faulty component.  A simple initial task, would be to check the fuses aren't blown.
