Electrical issue

Hi all. Looking for some help with an electrical issue. Currently my horn works without the fuse being present (fuse 13) and when the fuse is replaced the ignition comes on (dash lights come on and what sounds like fuel pump) without the key! I’ve replaced the fuse box already but the problem persists. FYI CE2 electrics if that matters. Any help/advice would be appreciated.

That's an odd one and hard to diagnose without following the wires. I'd say either a short/broken wire along the way or a previous owner bodge to bypass something.

As it's the horn, do you have the standard or aftermarket steering wheel?
Does (or has the car had) an alarm fitted in the past? potentially one that uses the cars own horn as the siren.

I’d start by checking for a blown fuse or a loose relay, since those are the usual culprits on Mk2s. I once chased a weird intermittent fault and ended up using diagrams from fubox.net, which made it way easier to track down the right circuit. A quick wiggle test on the battery grounds and the fusebox connectors can also point you in the right direction.
